Abstract

To assess the magnitude of future energy problems and the potential effectiveness of strategies that respond to the global warming problem, it is important to understand how and why energy use has changed in the past and to identify future trends. This paper briefly reviews past trends in energy intensity by sector and then considers three scenarios for future energy demand and efficiency, coupled with three levels of energy prices and energy efficiency policies. The implications for the CO2 question are briefly discussed.
