Abstract

The author provides a discussion of Mexico's current petroleum policy, highlighting the changes that have occurred in the operations of Pemex, Mexico's national oil company. Pemex has instituted a scheme for making decisions in a way that is more open to international markets. This has enabled it to attract capital that would otherwise have probably not been available. The author suggests that further extensions of this model in Mexico's hydrocarbon sector are desirable.
